I believe it's an overlap of two checks that are not matched in the code. There is some code that checks to see if you can hit with an arrow. That code succeeds and you fire. However, there must be some other code performing a similar (but not identical) check to see if an attack skill will hit. This one fails and prevents the attack skill from activating similar to how a spell won't work unless you're in range of a target.
I normally see this bug when I'm -just- in range of a target, usually on higher ground. Normal auto attack works fine, but targeted skills don't activate. Need to move a step or two closer to fix it.
